Building on his commitment to justice, public safety, and the community that raised him, Commonwealth’s Attorney Howard E. Gwynn officially announces his campaign for re-election in 2025. Serving as the top prosecutor for Newport News since 1990, Gwynn’s tenure has been marked by both experience and vision, shaped by his deep roots in Newport News.
Born and raised in the historically-segregated southeast neighborhood of Newport News, Gwynn’s story is one of resilience and dedication. He attended Carver High School, where he graduated as valedictorian of his high school class. Gwynn’s experience with the challenges his community faced deeply influenced his commitment to equity and justice. He went on to Dartmouth College and then earned his law degree at the University of Michigan, returning home to serve the community that instilled in him values of hard work, integrity, and service.
“Newport News is my home. My story is the city’s story – one of perseverance, progress, and commitment,” Gwynn shared. “Every day, I am proud to serve this community that has given me so much. My mission has always been clear: to seek justice, support victims, and ensure Newport News is a place where every resident feels safe and valued.”
Gwynn’s leadership has transformed the Commonwealth’s Attorney’s Office into a forward-thinking institution that combines rigorous support of crime victims with innovative programs designed to address the root causes of crime. Under his guidance, the office established pioneering initiatives such as drug treatment courts and behavioral health dockets, reflecting Gwynn’s belief in rehabilitative justice. These programs provide alternatives for individuals battling substance abuse and mental health issues, offering paths to recovery and reducing repeat offenses.
“My mother always told me that the rent you pay for the blessing of life is service. Because of the love, support, and prayers of this community, I look forward to continuing to pay that debt for another term.”
Beyond his work in the courtroom, Gwynn has made mentorship a priority, cultivating a legacy of justice by guiding the next generation of legal professionals. Many attorneys who began their careers in Gwynn’s office now serve as judges, professors, and respected attorneys across Virginia. Fifteen sitting judges got their start under his leadership. Gwynn’s principles—rooted in honesty, accountability, and compassion—have influenced courtrooms throughout the state and beyond. He was recently awarded the prestigious 2024 Harry L. Carrico Professionalism Award. This award, presented annually by the Virginia State Bar, recognizes individuals who have made a notable contribution to the improvement of the criminal justice system in the Commonwealth of Virginia.
As the Commonwealth’s Attorney, Gwynn’s record includes overseeing some of Newport News’ most challenging cases, ensuring justice for victims, and delivering fair outcomes that reflect the city’s values. His commitment to public safety extends to community engagement, as he actively collaborates with law enforcement, civic organizations, and residents to build trust and transparency.
Gwynn’s re-election campaign is a call to continue this legacy and to connect with the new generation of Newport News residents. He is building on the achievements of the past and bringing innovative approaches to the forefront of the city’s justice system. In an era when public safety and justice reform are top concerns, Gwynn’s experience and vision position him uniquely to lead Newport News into a future where safety, justice, and community progress go hand in hand.
